Dr. Vijay S Madan joined the Real Estate Regulatory Authority for the NCT of Delhi as its Chairman on 20 November 2018. He holds concurrent charge of the post of Chairman of the Real Estate Regulatory Authority for the UT of Chandigarh.

An alumnus of the Maulana Azad Medical College, New Delhi (MBBS: 1974-80), he joined the Indian Administrative Service in 1981 and after serving for 35 years in senior capacities at Centre and State/UT level (Delhi, Goa, Lakshadweep etc.) retired on superannuation from the post of Secretary to the Government of India on 31 August 2016. As Secretary in the department of Land resources, he was responsible for policy advise on, and implementation of, all departmental activities in land records administration/ modernization, watershed development and management, leveraging of IT and Space Technology applications. He initiated measures for Aadhaar seeding of land records, and encouraged usage of Aadhaar authentication for registration of deeds/documents.


As Director General of the Unique Identification Authority of India (UIDAI) from Mar 2013 to Sept 2015 (also held charge as Chairman from Mar 2014 to Sept 2015) he was responsible for establishing UIDAI as a pivotal organization for empowering residents of India with digital IDs, and to leverage authentication services for improving efficiency, cutting wastages and pilferage, increasing transparency and accountability. The period witnessed a multi-fold increase in Aadhaar generation (300 million to 907 million); launch of eKYC authentication (May 2013); initiation of various measures for Direct Benefit Transfer (DBT) for subsidies and social benefits; Aadhaar seeding of Bank accounts etc.

Earlier as Additional Secretary and Financial Adviser (ASFA) in Department of Industrial Policy and Promotion, he was responsible for financial advice on matters related to industrial policy and promotion; re\structuring of funding arrangements, creation of a corpus fund; incorporation of a public ‘Trust’ called the ‘DMIC Project Implementation Trust Fund’; establishment of funding mechanisms to support innovation; etc.

Dr. Madan served as Chief, Economic Policy (Air Transport Bureau) in the International Civil Aviation Organization (Montreal, Canada) from Jan 2001 to Jan 2003 where he supported and assisted member\States of ICAO (total 191) with guidance material for development of their air services, conducted a 10th Air Transport Regulatory Panel (ATRP) to build consensus on emerging economic models of code-sharing and alliances. His international experience includes representing India on the 33-member permanent Council of ICAO from Sept 1996 to Sept 1999. The Council is responsible for development of Standards and Recommended Practices (SARPs) to regulate civil aviation activities across the world.

Among other important posts held by him, Dr. Madan served as Joint Secretary in the Ministry of Culture (2008-12) and DS/ Director in the Ministry of Civil Aviation (1993-96). He earlier served as Commissioner-cum-Secretary Transport and Secretary Tourism (2005-06) in the Government of NCT of Delhi; and Finance Secretary (1999-2000) and Development Commissioner (2002-05) in the Government of Goa.
